“Canada Faces Hurdles in Preventing New U.S. Tariffs”

Negotiators from Canada are concerned that they may not be able to prevent new U.S. tariffs from being implemented on Wednesday. Ottawa is facing challenges in persuading Washington to lift existing sectoral tariffs while also convincing provinces to remove restrictions on American alcohol.

Multiple sources from both Canada and the U.S. who were briefed on the negotiations have shared insights on the ongoing talks. The intensity of negotiations has increased, with Canada-U.S. Trade Minister Dominic LeBlanc meeting virtually with U.S. Trade Representative Jamieson Greer for the third time in less than a week.

Ottawa’s recent focus has been on negotiating a comprehensive agreement with the U.S. The desired outcome is for the Trump administration to eliminate the impending 50 per cent tariffs on nearly $28 billion worth of Canadian goods, accounting for about five per cent of Canada’s exports to the U.S. Additionally, Ottawa aims for a reduction in existing sectoral tariffs affecting industries such as steel, aluminum, auto, and lumber.

Sources indicate that a comprehensive deal involving relief on sectoral tariffs and the reintegration of American alcohol sales in Canada is crucial to gaining provincial support. However, the U.S. has not shown willingness to significantly lower existing sectoral tariffs, leading to significant gaps in negotiations that need resolution.

Provinces are reluctant to lift bans on American alcohol without reciprocal tariff relief for their industries, creating a dilemma for Ottawa. The federal government has informed provinces that concessions will be necessary to address issues raised by the Trump administration, including provincial bans on U.S. alcohol, dairy import quotas, and Canada’s retaliatory tariffs on U.S. autos.

Quebec and British Columbia have raised concerns about specific issues such as the protection of Canadian dairy and the reduction of tariffs on softwood lumber, respectively. The provinces’ stance on these matters adds complexity to the negotiations, as they seek to safeguard their key industries while striving for a fair trade agreement with the U.S.

The urgency for provincial alignment and a unified strategy with the federal government has been emphasized, as the U.S. appears reluctant to extend the tariff deadline. Efforts to bridge the gap between Canada and the U.S., as well as among the provinces, are essential for a successful resolution to the trade negotiations.

The possibility of talks concluding without a deal has been a topic of discussion for weeks, with Canadian officials emphasizing the lack of public support for ongoing negotiations if tariffs are imposed. The outcome of the negotiations remains uncertain, with both sides facing challenges in reaching a mutually beneficial agreement.
