The man charged with the fatal stabbing of Ukrainian refugee Iryna Zarutska has spoken out from prison in a chilling phone conversation recorded by his sister.
Decarlos Brown, 34, was caught on surveillance footage launching an unprovoked attack on Zarutska, 23, as she was engrossed in her phone on a train in Charlotte on August 22, as reported by the Daily Mail.
The disturbing video has sparked grief, anger, and safety concerns in the city, raising questions about public safety as the nation grapples with the tragic incident. This comes in the wake of demands for capital punishment for the man accused of the brutal murder on the train.
In a recorded conversation with his sister Tracey Brown, Brown, who suffers from schizophrenia, claimed that the government had implanted foreign “materials” in his brain, controlling his actions during the assault on Iryna with a knife.
During the conversation on August 28, Brown admitted to harming his hand while stabbing the victim, stating he had no prior interaction with her. He expressed concerns about being manipulated and urged the police to investigate the alleged controlling “materials.”
Tracey revealed that Brown had tried to seek hospitalization multiple times due to deteriorating mental health, but he was consistently discharged within 24 hours. She criticized the system for failing to provide adequate care for mentally ill individuals like her brother.
She emphasized that Brown’s mental health had been deteriorating for years and that he had made several calls to 911, claiming his brain was being controlled by a microchip. Despite his pleas for help, he was not taken seriously, leading to tragic consequences.
Despite multiple encounters with the law, including incidents of violence, Brown’s mental health issues were not effectively addressed, ultimately culminating in the fatal attack on Iryna Zarutska.
