The exact timing of the video remains unknown as it was captured by a dashboard camera in a vehicle traveling on the expressway. The footage shows the e-scooter rider navigating two lanes of traffic while being overtaken by other vehicles on the four-lane expressway.
Waterloo Regional Police Service shared the video, emphasizing that e-scooters are not permitted to exceed 24 km/h and are restricted from controlled-access highways under Ontario law. They cautioned that high speeds limit riders’ reaction time to unexpected obstacles, posing significant risks.
The expressway is monitored by the Ontario Provincial Police (OPP), who acknowledged awareness of the video. Meanwhile, a recent report from the Canadian Pediatric Society highlighted a notable increase in e-scooter-related injuries among children and teens, with cases rising from 26 in 2023 to 107 in 2025 at SickKids hospital in Toronto.
Dr. Daniel Rosenfield, a pediatric emergency physician at SickKids, expressed concerns over the severity of e-scooter injuries, noting that most cases involve individuals without helmets. The Ontario pilot program governing e-scooter use mandates helmet-wearing, a minimum age of 16, standing while riding, prohibition of passengers or cargo, and exclusion from controlled-access highways. Violations may result in fines ranging from $250 to $2,500, in line with Highway Traffic Act regulations.
