“Increasing Accidental Inmate Releases Alarm Experts”

Accidental releases of inmates have been identified as a growing issue by an expert, with the frequency of mistakes on the rise faster than the overall prison population in the UK.

Recent reports indicate that authorities in London and Surrey Police were actively searching for two inmates, namely Brahim Kaddour-Cherif, a 24-year-old sex offender, and William “Billy” Smith, a 35-year-old convicted fraudster. Both individuals were mistakenly released, with Kaddour-Cherif released on October 29 and Smith on November 3. While Smith voluntarily surrendered himself, Kaddour-Cherif, hailing from Algeria, was apprehended in Islington and returned to Wandsworth.

Although accidental inmate releases have drawn significant attention, particularly after the incident involving Hadush Kebatu, an expert has disclosed that this issue has been ongoing but largely unnoticed for some time, and it is now becoming more prevalent.

Cassia Rowland, a senior researcher specializing in criminal justice at the Institute for Government in London, emphasized that while accidental releases are still relatively rare compared to the total released population, the trend is showing an upward trajectory. Data released by the HM Prison service revealed a substantial increase in errors, with 262 prisoners mistakenly released in the 12 months leading up to March 2025, marking a notable 128 percent surge from the previous year.

Rowland further highlighted that despite the growth in accidental releases, the overall prison population in the UK has only seen a marginal one percent increase, currently standing at 87,334 individuals.

The escape of Hadush Kebatu and the subsequent accidental releases have brought immense pressure on the Labour government. Rowland noted that addressing this issue may take years, as the prison system is failing in multiple aspects.

In response to these incidents, the government has pledged to implement rigorous measures to prevent future accidental releases, with Justice Secretary David Lammy promising the introduction of the “strongest checks ever.”

Rowland expressed concerns about the current state of prisons, stating that the system is struggling to meet basic requirements and ensure the safety of both inmates and staff. She emphasized that a quick resolution to the problem is unlikely, given the systemic challenges within the prison system.
